After clicking Pay Fees the following page will appear.
 

You can then either pay with a Mastercard or Visa using the options on the lower right
 or
use a Paypal account you already have setup using the login on the upper right

Other Tips

After clicking Pay Fees  the payment window may take up to 1 minute to appear.

If after clicking Pay Fees button the payment page does not display
or
 an error message appears
try clearing your browser temporary internet files and cookies and then try again.
